How to match the solution to the project
Define the process envelope before selecting technology
A RAS is a process plant whose cost is set by feed load, not by tank volume. Daily feed load determines oxygen demand, TAN production, solids load and CO2 stripping duty; those determine biofilter volume, pumping energy and building size. Fixing that envelope first turns competing vendor concepts into comparable engineering proposals.

Tender in packages with a single battery limit drawing
Split scope into building and civil works, tanks and pipework, water treatment process, oxygen and gas, electrical and controls, and owner's equipment. Issue one battery limit definition to all bidders so each knows exactly where their responsibility starts and ends. This alone removes most of the apparent price spread between RAS proposals.
Evaluate on operating cost and risk, not on capital price
Compare bids on energy per kilogram produced, oxygen consumption, make-up water volume, labour requirement, redundancy in critical loops and the practical response time for service. A cheaper plant with weaker redundancy usually costs more across the first biological incident than it saved at signature.
What drives the price
The single strongest driver of treatment capacity and therefore capital cost.
Make-up water percentage changes biofilter, denitrification and heating duty dramatically.
Heating, cooling and heat recovery scope depends on species, climate and building envelope.
Liquid oxygen, on-site generation or blowers differ in capital, operating cost and reliability.
N+1 pumps, dual power feeds, emergency oxygen and alarm systems raise cost and reduce catastrophic risk.
Permit-driven scope that is frequently omitted from headline vendor pricing.
Often a larger line item than the process equipment itself, and usually outside the vendor's scope.
Biofilter maturation, staff training and ramp-up need budget and calendar time.
