How to match the solution to the project
Convert the policy target into a production plan first
A tonnage or employment target does not translate directly into equipment. Species, system type, water availability, climate, seed supply and operator skill determine what is achievable at a given site. Establishing the production plan first keeps the tender specification honest and prevents equipment being procured for a target the site cannot support.

Write technology-neutral specifications

Budget for commissioning, operator training, an initial spares inventory, consumables, energy and a maintenance contract for at least the first years of operation. The most common cause of stalled public aquaculture facilities is not the capital cost but the absence of an operating budget after handover.
