Structured procurement for commercial aquaculture projects
Structured procurement means defining the project before asking for prices, issuing one identical scope to every supplier, and normalising the bids that come back so they can actually be compared. 1. Define the project, not the product
Species, target annual output, site constraints, water source and quality, energy availability, permits and the intended market. Equipment lists come after this, not before.
Output: A written project definition a supplier can price against.
2. Test readiness before contacting anyone
Most stalled projects are missing water data, energy capacity, land status, budget confirmation or a production plan. Identifying those gaps early avoids quotations built on guesses.
Output: A gap list with owners and target dates.
3. Build a preliminary technical envelope
Planning-grade figures for biomass, tank or pond volume, oxygen demand, water exchange, filtration, power and feed. These are assumptions for discussion, not engineering design.
Output: Indicative sizing and CAPEX/OPEX ranges for internal review.
4. Write one scope that every supplier answers
A single scope of supply, battery limits, delivery terms, documentation and commissioning expectations. Without one scope, quotations are not comparable.
Output: One RFQ package issued in identical form.
5. Normalise the bids you receive
Suppliers bundle differently: some include installation, spares, freight or training, some do not. Normalisation puts every bid on the same line items before price is compared.
Output: A like-for-like comparison table with exclusions listed.
6. Human review before commitment
A person reviews the project, the gaps and the bid set before any introduction is made. FishMatch does not run automatic matching and does not publish supplier identities to buyers.
Output: A decision: proceed, clarify, or return to planning.
Principles that decide the outcome
- Scope first, price second — a cheaper bid with a smaller scope is not a cheaper project.
- Every number produced before engineering is an assumption that a specialist must verify.
- Exclusions matter more than inclusions: freight, duties, civil works, installation, spares and commissioning.
- Financing conditions shape procurement timing — check them before issuing an RFQ, not after.
- Documented decisions make later supplier discussions faster and cheaper.
