Aquaculture Tender Guide

Public bodies, development banks and large corporates run formal tenders instead of informal RFQs. The mechanics are stricter — miss one procedural step and the tender is voidable.

Public vs private tender

Public tenders follow national procurement law and development-bank guidelines (World Bank, IFC, AfDB, ADB). Private tenders follow the buyer's own procurement policy.

Prequalification (PQ)

Financial capacity, technical track record, HSE record, local presence, joint-venture rules. Only PQ-passed suppliers receive the full tender documents.

Tender documents

Instructions to Bidders, Technical Specifications, Bill of Quantities, Conditions of Contract (often FIDIC), Evaluation Matrix, sample bid bonds and performance guarantees.

Evaluation matrix

Weighted scoring across technical (60–70%) and commercial (30–40%) criteria. Publish the weights in advance.

Award & standstill

Notify winner and losers, honor the standstill period, then contract signature and performance bond issuance.
