4. Technical evaluation
Score offers against measurable specs. Reject non-compliant proposals early.
5. Commercial evaluation
Normalize prices to same incoterm, currency and payment schedule before comparing.
6. Negotiation & BAFO
One structured round of clarifications, then Best And Final Offer.
7. Contracting
Fixed scope, milestones, penalties, warranty, IP, force-majeure.
8. Delivery & commissioning
FAT, SAT, biological ramp-up, staff training.
9. Warranty & performance
12–24 month warranty, performance guarantees against KPIs, penalty escalation.
