US import rules for seafood

  • Seafood processors and importers must meet FDA seafood HACCP requirements (21 CFR Part 123); importers verify that foreign processors comply.
  • FDA must receive prior notice of imported food shipments before arrival.
  • Shrimp is one of the species groups in NOAA's Seafood Import Monitoring Program (SIMP), which requires harvest-to-entry data reporting and recordkeeping; shrimp compliance began on 31 December 2018.
  • FAO reports new US tariffs on fishery products from China and Viet Nam disrupting trade in 2024–2025: check current tariffs and any trade-remedy duties before pricing.

Shipping to the EU instead?

The United States does not use an EU-style list of approved foreign plants for seafood; the EU does. If your buyers are in the EU, see the EU guide for its establishment lists and border checks.

What to verify before you buy

  1. The foreign processor's HACCP plan and the importer's verification records.
  2. SIMP harvest and landing data for each shrimp entry, kept for the required period.
  3. Prior notice filed for each shipment.
  4. Current tariff and any anti-dumping or countervailing duty for the origin and product.
  5. Ask for the count basis (per lb or per kg), glaze declaration and net weight on every offer so quotes are comparable.
