La conformité en pisciculture est l'exécution séquencée de dix permis, agréments et enregistrements qu'une exploitation commerciale doit obtenir avant ensemencement, récolte et export. Cette checklist déroule la chaîne dans l'ordre qui protège CAPEX et biologie.

Fish-farm permitting failure is the single most common cause of avoidable project delay — typically adding 6–12 months and 3–8% of CAPEX. The permitting failure mode is almost always sequencing: applying for downstream permits before upstream ones are secured, or ordering equipment before construction permits are approved.
The permit chain, in order
1) Site pre-screening — soil, water, biosecurity risk. 2) EIA (Environmental Impact Assessment) — often 3–9 months. 3) Aquaculture licence — issued once EIA is approved. 4) Water abstraction & effluent permits — separate instruments. 5) Construction permits — national + municipal. 6) Animal-health approval — before stocking. 7) Food-safety establishment number — before commercial sale. 8) Export approval — before first export shipment.
Documentation your inspectors will ask for
Registered operator entity documents, land title or lease with permitted use, water source analytical results (12+ months), site drawings, mass-balance model, biosecurity plan, HACCP plan, veterinary supervision contract, waste management plan, emergency response plan, staff training records.
Compliance in the CAPEX budget
Budget 1.5–4% of CAPEX for compliance work through construction, plus 0.3–1.0% of CAPEX per year in OPEX for audits, sampling, veterinary supervision and permit renewals. Under-budgeting these lines is a leading cause of first-year cash-flow surprises.
Compliance in the RFQ
Every supplier RFQ must include the compliance envelope: applicable standards, required documentation, FAT documentation package, certification of materials in contact with product (food-grade, animal-grade), traceability of components. Suppliers that cannot deliver this documentation should not be shortlisted for export-facing operations.

Erreurs courantes
- Applying for construction permits before EIA is finalised.
- Not separating water-abstraction and effluent-discharge permits (they are usually distinct instruments).
- Ordering long-lead equipment before permit-conditional design changes are locked.
- Assuming the animal-health approval covers the food-safety establishment number (it does not).
- Missing the annual renewal for one of the operating permits — a single lapsed permit shuts down harvest.
