Kenya shrimp farm FAQ: approvals, coastal systems and shrimp supply
Short, sourced answers to the questions buyers ask before pricing a commercial shrimp farm on the Kenyan coast. When your site and scope are clear, send them through the Kenya shrimp farm request page.
By the FishMatch Group editorial team, reviewed against the official sources listed below. General information, not legal advice: the competent Kenyan authorities decide what applies to your site.
Approvals
- Which Kenyan agency licenses a commercial shrimp farm?
- The Kenya Fisheries Service (KeFS), established by section 7 of the Fisheries Management and Development Act 2016. Under the Act, the owner or lessee of an aquaculture establishment registers it with the Director-General (section 117), and an aquaculture licence is applied for to the Director-General with proof that the applicant is legally entitled to use the proposed site (section 119). The Fisheries Management and Development (Aquaculture) Regulations, 2024 require anyone who wishes to operate a commercial aquaculture establishment to apply for that licence (regulation 12). Ask KeFS which forms and documents apply to your farm.Kenya shrimp farm request pageShrimp farming in Kenya guide
- Are registration, an aquaculture permit and an aquaculture licence the same thing?
- No — the Act treats them separately. Section 117 covers registering the establishment, section 118 the aquaculture permit and section 119 the aquaculture licence. A permit cannot be transferred without the Director-General's prior written consent, and a buyer or transferee of an aquaculture establishment must notify the Director-General within fourteen days of the sale or transfer. If you are buying or taking over an existing farm, ask KeFS what has to be renewed or re-issued in your name.Kenya shrimp farm request page
- Does a coastal shrimp farm need a NEMA environmental impact assessment?
- Ask NEMA which category covers the whole project. The 2019 Second Schedule to the Environmental Management and Co-ordination Act lists aquaculture not exceeding one hectare as a medium-risk project, and lists mariculture, and projects likely to affect wetlands, as high-risk projects. For listed projects, section 58 requires a project report and, as a rule, a full environmental impact assessment study before NEMA issues a licence. The Fisheries Act also lets the Director-General approve an aquaculture permit subject to an environmental impact assessment licence where applicable (section 118). Do not assume the one-hectare entry applies to a coastal or brackish-water farm.Kenya shrimp farm request pagePlanning FAQ: permits
- Which water permits should I ask the Water Resources Authority about?
- Section 36 of the Water Act 2016 requires a permit for any use of water from a water resource (except as provided by section 37), for the drainage of any swamp or other land, and for the discharge of a pollutant into any water resource. Ask the Water Resources Authority how this applies to your intake — creek, estuary, borehole or seawater — to pond drainage and to effluent discharge, before the layout is fixed.Kenya shrimp farm request pageShrimp farm layout and design
- Which approval questions should come first?
- Land and environment. The aquaculture licence application has to show that you are legally entitled to use the site, and the aquaculture permit can depend on an environmental impact assessment licence. So confirm land documents, the forest or mangrove status of the plot and NEMA's project category before paying for detailed design or asking suppliers to size equipment.Kenya shrimp farm request page
Coastal systems
- Can shrimp ponds be built in or next to mangroves?
- Check with the Kenya Forest Service before committing to land. KFS states that Kenya's mangroves have been reserve forests since 1932. Under the Forest Conservation and Management Act 2016 all public forests are vested in the Service (section 31), and clearing or breaking up land in a public or provisional forest without a licence is prohibited (section 64). NEMA also lists projects likely to affect wetlands as high-risk. Ask KFS whether any part of the plot, access road, intake or outfall falls inside a public forest boundary.Kenya shrimp farm request page
- Has shrimp farming been tried on the Kenyan coast before?
- Yes. A 1986 FAO formulation mission reported that the aquafarm complex at Ngomeni, though incompletely constructed and with many operating difficulties, had demonstrated the technical feasibility of shrimp farming, while its economic feasibility had still to be shown. FAO trial reports describe the Ngomeni work as using intertidal water exchange and natural food ("lablab") grown in the ponds. Treat this as history, not evidence that a modern commercial design will perform.Shrimp farming in Kenya guide
- Should a Kenyan project use tidal ponds, pumped ponds or an enclosed system?
- Let measured site evidence decide. Tidal exchange depends on ground levels and tidal range at the exact plot; pumped ponds add intake, pumping and power duties; enclosed nursery or biofloc units need a reliable power supply and backup. Compare the options under the same production target, land status and water results, and ask suppliers to state oxygen, pumping and power assumptions in writing — a system label is not proof of survival or yield.Shrimp farming equipment in KenyaShrimp farm planning calculator
- What site evidence should a Kenyan coastal brief include?
- County and site coordinates, land documents, the forest status KFS gives for the plot, seasonal salinity and laboratory water results, tide and flood levels, proposed intake and discharge points, grid capacity and backup power, the receiving port and farm access. With that, suppliers can price the same scope; without it, quotes change at contract stage.Kenya shrimp farm request page
Shrimp supply
- Do I need permission to import shrimp post-larvae into Kenya?
- Yes. Section 66 of the Fisheries Management and Development Act says no person may import or export live fish for the purpose of aquaculture without written permission from the Director-General on the advice of the Board, and permission may carry conditions after an environmental impact assessment. The 2024 Aquaculture Regulations provide for a per-consignment permit to import live aquaculture organisms (regulation 16). Ask KeFS, and the veterinary authorities, which health certificates and quarantine conditions apply to each shipment.Kenya shrimp farm request page
- Can a non-native species such as whiteleg shrimp be farmed in Kenya?
- Ask KeFS before design. Section 66 also requires the Director-General's written permission, on the Board's advice, to introduce any exotic species of fish into Kenya or Kenya fishery waters. FishMatch has not found an official Kenyan text that specifically approves or restricts whiteleg shrimp (Litopenaeus vannamei); that absence is neither permission nor a ban.Kenya shrimp farm request page
- Which shrimp species occur in Kenyan waters?
- FAO's Kenya fishery profile lists the target shrimp species as Penaeus indicus (Indian white prawn), Metapenaeus monoceros, Penaeus monodon (black tiger), Penaeus semisulcatus and Penaeus japonicus. That describes the fishery, not which strains are approved or available for farming.Shrimp farming in Kenya guide
- Is there a local source of shrimp seed?
- Only research-scale evidence so far. KMFRI reported a breeding breakthrough for the Indian white prawn (locally Kamba Mweupe) in two spawning and larviculture runs at the national marine hatchery in Shimoni, Kwale County, in July 2024. That is a research result, not a commercial post-larvae supply; ask KMFRI and KeFS what can be supplied, in what quantity and with which health documents, before ordering nursery or grow-out equipment.Kenya shrimp farm request page
- How should shrimp feed supply be planned?
- As a separate, documented supply line. The 2024 Aquaculture Regulations list the import of formulated feed for use in aquaculture among the activities for which a per-consignment permit may be issued (regulation 16). FishMatch has not found an official statement on local shrimp-feed availability, so state the feed type, pellet sizes, protein level, storage and the planned source in your brief.Kenya shrimp farm request pageShrimp farm equipment guide
