Short answer

Does a government aquaculture programme mean there is an equipment tender to bid on?

Not necessarily. A programme announcement, a support procedure or a development-bank project tells you money is allocated to a purpose. It is not an open equipment tender, and its headline figure is rarely the value of any equipment contract. Check the official status and the procurement notice itself, then prepare a technical specification that several bidders can price on the same basis.

Money and what it is not
Grant of 20%, 30%, 40% or 50% of the approved budget, plus 10% for main activity in National Priority Area A. At least two-thirds of the requested budget must go to the real-environment demonstration. No programme envelope is published on the call page.
Status
Closed — submission deadline was 19 Aug 2026, 12:00.

Unified procedure for direct support to fish farmers 2025–2026, pulse 4

Open for applications 15 Oct – 15 Nov 2026

Ministry of Agriculture and Food Security — Investments and Finance Administration

What it funds
Direct support to pond fish farmers, Sea of Galilee fishers and “other fish farmers” as defined in the procedure. Pulse 4 covers “other fish farmers” for the April–September 2026 marketing period.
Money and what it is not
Support to farmers under the procedure's own rules. It is a farmer support payment, not an equipment purchase, RAS construction budget or tender.
Status
Open for applications 15 Oct – 15 Nov 2026 (page published 11 Oct 2026).

Climate Resilient Fisheries and Agrifood Sector Development Project (P507698), Montenegro

Project active

World Bank financing; implementing agency Ministry of Agriculture, Forestry and Water Management

What it funds
Includes a climate-resilient fisheries park at Cape Djeran–Velika Plaza (Ulcinj) and fisheries-administration capacity, plus paying-agency and animal by-product components unrelated to aquaculture equipment.
Money and what it is not
Component 1 is EUR 15.25 million, of which sub-component 1.1 (fisheries infrastructure) is EUR 14.72 million. These are financing allocations for whole components, not the value of any single equipment contract.
Status
Project active (approved 17 Dec 2025, closing 31 Mar 2031). Individual procurement notices must be checked on the World Bank procurement listing; none is claimed here.

Programme envelope versus equipment budget: a four-step read

Most mis-pricing in public aquaculture starts by treating the headline figure as the equipment budget. Read the money in layers:

  1. 1. Programme or loan envelope

The total committed to the whole operation, often covering several sectors, institutions and years.

  2. 2. Component or sub-component

The share allocated to one purpose, such as fisheries infrastructure. In P507698 that is EUR 14.72 million for infrastructure inside a EUR 15.25 million component.

  3. 3. Procurement package

One contract in the procurement plan: works, goods or consultancy, each with its own method and estimate. Civil works usually dominate a fisheries-park or hatchery budget.

  4. 4. Equipment lot

The aquaculture equipment you would actually price: pumps, aeration and oxygen, filtration and biofilters, disinfection, monitoring, tanks, backup power. Only this layer should drive an equipment quote.

Procurement readiness checklist for hatchery, RAS and pond projects

Use this before issuing an RFQ or a technical specification. Missing items are the usual reason bids cannot be compared.

Programme and approvals

  • Official programme page, status and deadline saved with the date checked
  • Who is the buyer of record (ministry unit, corporation, prime contractor)
  • Applicable procurement method and rules named by the programme owner
  • Environmental, water-abstraction and discharge approvals: held, pending or not started

Production basis

  • Species and life stages, annual output in tonnes or fingerlings/post-larvae per year
  • Stocking density and feed assumptions with their source
  • Batch plan: number of cohorts, grow-out days, harvest size
  • Biosecurity zoning and quarantine requirements

Site and utilities

  • Seasonal water analyses: temperature, salinity, alkalinity, pH, iron, hardness
  • Available flow (m³/h) and allowable discharge
  • Grid capacity, outage record and backup-power requirement
  • Building or pond footprint and access for delivery and maintenance

Commercial scope

  • Lots and interfaces: who supplies civil works, electrical, process equipment, controls
  • Delivery point and Incoterm, installation, commissioning and acceptance tests
  • Spares, training, warranty and local service response
  • Evaluation criteria stated before bids arrive (life-cycle cost, not only price)

What a bidder-neutral RAS or hatchery specification should state

Specify duties and performance, not brand or model. Each line lets several suppliers price the same thing.

Maximum daily feed load (kg/day)Drives oxygen demand, CO₂ removal, solids and biofilter size.
Oxygen demand and supply method, with backupPeak demand and emergency oxygen decide survival during outages.
Target water quality limits (TAN, nitrite, CO₂, TSS, O₂)Lets bidders size treatment against the same limits.
Biofilter: design TAN removal and acclimation periodNew biofilters need weeks of start-up before full stocking.
Recirculation rate and make-up water (% per day)Determines pumping energy and water licence needs.
Disinfection (UV/ozone) dose at design flowComparable only when dose and flow are both stated.
Power: installed kW, energy kWh/day, redundancySeparates CAPEX from long-term OPEX.
Monitoring, alarms and control pointsDefines what is automated and who responds.

Who this is for

  • Ministry project implementation units preparing hatchery, nursery or demonstration-farm lots
  • Public development corporations and fisheries-park operators
  • Engineering design consultancies writing technical specifications
  • EPC firms and awarded prime contractors pricing the aquaculture equipment package
  • Large agribusinesses and PPP developers with projects of USD 250,000 or more

What FishMatch does not do

  • Bid on tenders or represent bidders
  • Advise on eligibility or interpret procurement law
  • Claim government approval or programme partnership
  • Promise grants, awards, yields or financing

Turn your scope into comparable supplier quotes

Send the equipment lot you are preparing. A person reviews it, and supplier identities stay private until you choose to engage. For projects of USD 250,000 or more; smaller requests are saved and pointed to the free tools.

Questions

Is the Israeli aquaculture pilots call still open?

No. The Israel Innovation Authority page states the submission deadline was 19 August 2026 at 12:00. Watch the official page for any new call.

Does the fish farmer support procedure fund RAS equipment purchases?

Not as described on its notice. Pulse 4 of the 2025–2026 unified procedure is direct support to farmers who meet its definitions, open 15 October to 15 November 2026. Being eligible for support does not create an equipment tender or a RAS procurement.

How much of a World Bank fisheries project goes to aquaculture equipment?

It cannot be read from the headline. Find the component, then the procurement plan's package estimate, then the equipment lot. In P507698 the fisheries-infrastructure sub-component is EUR 14.72 million, and that includes building a fisheries park, not only equipment.

Can FishMatch help us win a government tender?

No. We do not bid, advise on tenders or represent bidders. We help a buyer or an awarded contractor define an equipment scope and collect comparable supplier quotes.

What should a RAS technical specification include?

Feed load, oxygen demand and backup, water-quality limits, biofilter design and start-up time, recirculation and make-up water, disinfection dose, power and redundancy, monitoring, and acceptance tests, stated as performance, not brand.
