Bankability checklist: estimates and 10-year cashflow

Prepare aquaculture financing-readiness evidence: estimate assumptions, contingency, DSCR and a 10-year cashflow; no approval or funding promise.

The figures below were supplied as planning assumptions. Their source date, location and priced scope have not been independently verified. They are not quotations, current market benchmarks, engineering targets or financing terms.

Estimate and financial-model checklist

ItemSupplied basisReview requirement
Class-4±30–50%Supplied indicative accuracy range; confirm the applicable industry classification and estimate basis.
Class-3±10–30%Supplied indicative accuracy range; document design maturity, exclusions and estimator review.
Contingency10–15%Supplied planning assumption, not a universal allowance; reconcile with the project risk register.
DSCR≥1.35Supplied planning target only, not a universal lender covenant. DSCR = cash available for debt service ÷ debt service due; agree the calculation basis and required covenant with the independent financing provider.
LLCRLoan life coverage ratioCompare the present value of cash available for debt service over the loan life with outstanding debt. Agree the discount rate and calculation basis; no minimum was supplied.
DSRA6–12 monthsSupplied debt service reserve account planning range, not a financing requirement or offer. Confirm eligible reserves, funding timing and months of debt service with the independent provider.
Cashflow10 yearsDocument entered CAPEX, OPEX, working capital, ramp-up, prices, debt and tax assumptions.

Evidence before a financing discussion

Record the site and permits, species and production model, water analysis, electricity load and tariffs, operating team, juvenile supply, market and offtake evidence. Keep base and downside cashflow assumptions visible; distinguish entered assumptions from quotations and independently verified records.

Estimate class and contingency do not establish loan eligibility. DSCR is a calculation, not a universal approval threshold. Independent providers decide their own terms; FishMatch does not guarantee financing or share a brief automatically.

US grant opportunity and EU policy direction (November 2026)

Two developments published on 5 November 2026 matter to project budgets, but in different ways. The US item is an open, competitive grant for eligible organisations. The EU item is a policy vision with no grant entitlement, deadline or equipment requirement today. Keep them apart in any financial model.

United States: NADPRP FY2027 Industry Preparedness (competitive grant)

USDA APHIS opened two FY2027 National Animal Disease Preparedness and Response Program opportunities totalling up to USD 80 million. The Industry Preparedness opportunity offers up to USD 40 million and is open to state or national livestock, poultry or aquaculture producer organisations and recognised veterinary organisations. Applications close on 7 January 2027 at 11:59 p.m. Eastern Time; selected projects are planned to begin in spring 2027.

US only. Competitive, not automatic finance. Individual farms and vendors are not named as direct applicants. Award caps, matching, allowable costs and procurement rules must be read in the NOFO itself. This says nothing about equipment demand, shortages or prices.

Fields to prepare for a US preparedness project

  • Eligibility route: is the applicant a state or national aquaculture producer organisation or AVMA-recognised veterinary organisation, or is the farm a partner inside such an application?
  • Disease threat addressed and why the scope is preparedness, not routine production
  • Traceability and data-sharing interfaces with State and Federal animal-health officials
  • Biosecurity scope: zones, disinfection points, quarantine, water and transport controls
  • Installation and commissioning responsibilities, acceptance tests and handover
  • Training and exercises for staff, with named deliverables
  • Maintenance plan and spare parts after the grant period
  • Post-grant operating cost (OPEX) the project carries alone
  • Milestones aligned with a spring 2027 project start, if selected
  • Allowable versus non-allowable costs, award caps and any matching rules — to be confirmed in the NOFO, not assumed
  • Cash-flow and co-funding: what is paid before any reimbursement arrives

Model two scenarios

  • Without a grant: the project must work on its own cashflow and financing. This is the base case.
  • With a grant: only the allowable, awarded share is reduced, and only after award. Timing gaps and post-grant OPEX stay in the model.

European Union: Vision 2040 for fisheries and aquaculture (direction, not a rule)

The European Commission says it will prepare a future legislative instrument for aquaculture and promote digital traceability for all products across the supply chain by 2029. It also refers to a proposed minimum EUR 2 billion reserved allocation for core Common Fisheries Policy functions in the 2028–2034 EU budget, alongside other finance measures.

The aquaculture instrument is not adopted. The 2029 traceability aim is not a current equipment specification. The EUR 2 billion is proposed, not approved, and not reserved only for aquaculture. Nothing here creates a grant, compliance deadline or procurement requirement.

Optional forward-looking readiness for EU projects

  • Lot / batch identity carried from hatchery or farm through processing
  • Species and origin records attached to each lot
  • Chain-of-custody steps and who records each hand-over
  • Data interfaces: export formats a buyer or authority system could read (interoperability)
  • Energy and resource efficiency of pumps, aeration, oxygen and heating
  • Monitoring the future EU aquaculture legislative instrument as it is drafted
  • Lifecycle OPEX and maintenance per supplier option
  • Supplier comparison on the same traceability and efficiency basis

These checklists are free. FishMatch Group is a sourcing intermediary — not a manufacturer, lender, engineering contractor or grant adviser — and does not connect suppliers automatically; introductions need team approval. Add these fields to the notes of a project request if they apply.

Questions before using the guide

No. It organizes evidence for independent engineering, legal and financing review. It is not eligibility, underwriting, approval or an offer.

No. The supplied ranges are planning assumptions. Applicable classification, scope maturity, exclusions and project risk must be confirmed by the estimator.

The opportunity (up to USD 40 million, closing 7 January 2027) is open to state or national aquaculture producer organisations and recognised veterinary organisations; individual farms are not named as direct applicants. It is competitive, so model the project without the grant first and confirm caps, matching and allowable costs in the NOFO.

No. It is a policy direction published on 5 November 2026: a future aquaculture legislative instrument is still to be prepared and the 2029 digital-traceability aim is not a current equipment specification. Lot identity and interoperable data can be planned as optional readiness.

No. Any optional introduction or sharing requires separate explicit consent and the existing review process.

Prepare a private project request

Commercial project procurement starts at USD 250,000. Requests are human-reviewed; supplier identities remain private and introductions require approval. This guide does not create or send a request.

How does FishMatch Group source suppliers for this requirement?

You submit one structured request. We translate it into a technical RFQ, run it against qualified manufacturers and integrators in the relevant categories, and return normalised quotations you can compare side by side on scope, lead time and total cost of ownership.

Do buyers see supplier names during the sourcing process?

No. Supplier identities stay confidential during discovery and evaluation. You receive anonymised, comparable technical and commercial packages, and introductions happen only after both sides are qualified and agree to proceed.
