Aquaculture projects in Russia: requirements and procurement

Start with species, annual capacity, site, water source and production goals. FishMatch Group reviews projects of USD 250,000+, structures the RFQ and compares responses through its team. Cross-border procurement eligibility is reviewed separately; supplier contacts are not released.

Site rights and project approvals

  • Federal Law No. 148-FZ on aquaculture (fish farming) is the starting framework. Confirm its current consolidated version and requirements with the territorial Rosrybolovstvo office and qualified legal advisers.
  • For a project using a water body, check whether a fish-farming plot and plot-use agreement are required. Do not automatically apply water-body allocation rules to a land-based RAS.
  • Review land rights, abstraction, discharge, waste, construction and veterinary requirements separately. Environmental procedures depend on location and activity.
  • Assign each approval to a named project responsibility before ordering equipment. A budget or technical proposal is not an operating permission.

RUB budgets and cross-border feasibility

  • Request RUB pricing for local work and identify the currency of imported items separately. Record the exchange-rate date, source and adjustment mechanism.
  • Before seeking a binding proposal, check applicable sanctions, export controls, transaction parties, payment, logistics and servicing. Supply, financing and payment availability are not guaranteed.
  • Separate equipment, freight, customs, taxes, construction, installation, commissioning and spares. Do not present an unverified tax rate or exchange rate as current pricing.

Russian terms and specification units

  • УЗВ means recirculating aquaculture system; садковое рыбоводство means cage farming. Define мальки (fry) and посадочный материал (stocking material) by the actual production stage.
  • Separate harvest in t/year from peak biomass in kg. Use water volume in m³, flow in m³/h, feeding in kg/day and energy in kWh.
  • Specify FCR, dissolved oxygen, temperature, salinity, backup power and acceptance-test conditions. Cage projects also need site-specific ice, wind loading and access reviews.

RFQ preparation

Include region and site coordinates, species/stage, system, annual capacity, water analyses, power, approval status, budget, currency and timing. Declare cross-border procurement constraints separately.

Buyer questions

Does every land-based RAS require a fish-farming plot?

Do not assume a universal requirement. Classify land-based facilities and water-body projects separately with competent authorities.

Is international supply guaranteed?

No. Legal restrictions, payment, logistics and servicing are reviewed for each transaction; circumvention is not offered.

How does FishMatch Group source suppliers for this requirement?

You submit one structured request. We translate it into a technical RFQ, run it against qualified manufacturers and integrators in the relevant categories, and return normalised quotations you can compare side by side on scope, lead time and total cost of ownership.

Do buyers see supplier names during the sourcing process?

No. Supplier identities stay confidential during discovery and evaluation. You receive anonymised, comparable technical and commercial packages, and introductions happen only after both sides are qualified and agree to proceed.
